From what Spartan is telling me, they want to trade with us. I asked him about ACS (both ways) and told him we would not get into agrrement with them if they are presently at war with anyone. We don't need to inherit their issues. He has not responded back yet. I will update as soon as he does. As long as they are good, I see no problems with it. We need Alliances in Hydra. Our member numbers are low as it is. Another Alliance to trade with and help with ACS when needed has its advantages.Added (2012-03-29, 6:21 PM)

Spartan has told me the following "we are not at war and we will avoid war at all cost, a full aliance would be most beneficial for both of our groups."
This being said, I feel we should go ahead with this Alliance.
